Turnover may be good as a broad concept, but it’s worrisome given that the number of departing legislators are those who have worked across the aisle and done the hard work of legislating rather than being performance artists. We need legislators who work quietly in the legislative trenches to stay, and the performance artists to retire. Congress MUST re-assert its prerogative as the Article I branch of government.
